Superintendent Procurement & Contracts


Position Objective
:

Based in Thai Nguyen at our Nui Phao Site and reporting to the SCM Manager, the Superintendent (Procurement and Contracts) has a crucial role in providing effective procurement of goods and services as well as contract administration. This role will be key in identifying opportunities for cost reduction, developing and mentoring the procurement and contracts team and functions as well as developing and strengthening the relationships with key customers on site and Hanoi.

Key Responsibilities:

  • Provides support to the Supply Chain Manager in developing and delivering overall SCM business improvement strategies and projects in line with the business requirements.
  • Provide a central point of reference for the business for all procurement matters
  • Provide effective contract administration and oversight functions including the establishing and negotiating of contracts across the operation.
  • Manage all contract tender’s including the preparation of invitations to tender, evaluation and execution of the contract (including creating contracts)
  • Negotiate pricing, Terms & Conditions and Value added Services
  • Identify and create opportunities for cost reduction and value adding by introducing a collaborative approach to preferred supplier arrangements for both goods and services
  • Implement and maintain effective and efficient commercial practices to ensure successful delivery of all contracted services including monitoring supplier performance
  • Manage the purchasing functions to:

• Ensure policies/procedures are complied with;
• Meet and exceed customer requirements; and
• Optimise business outcomes and provide value for money

  • Manage the procurement and contracts teams (Some of the team works remotely in the Hanoi office) and provide training and performance development
  • Manage relationships and effectively liase with a range if internal and external stakeholders and ensure a timely and efficient service is provided
  • Positively contribute, through strong leadership, and adherence to the company health, safety and environmental policies and procedures
  • Carry out other duties as may be assigned from time to time by the SCM manager
  • Mentors, trains and provides direction to Vietnamese employees
  • Develop and implement departmental objectives and assess performance of the Procurement and Contracts function and its personnel
  • Creates and develops a culture of continuous improvement within both the Procurement and Contracts and the overall SCM function.
  • Leads by example to show that safety is the most important function, ensuring that all employees follow safe practices while working.
  • Accountable to continually reinforce safe behaviors and correct “at risk” behaviors.
  • Adheres to and ensures all site team members understand standard operating procedures.
  • Provides regular and direct feedback on performance and goal progress.

We are looking for qualified and driven individuals who have:

Experience, skill, knowledge

  • University degree in SCM/ Commerce/ Business Management
  • More than 10 years of experience in Logistics/ Supply/ Materials Management in the mining/ oil & gas/ power/ construction industry; On site experience
  • Have knowledge of administrative procedures.
  • Managing teams
  • Good computer skills (MS Excel, MS Word, PowerPoint Presentation, Outlook, SAP, etc.)
  • Fluent in English
  • SAP
  • Preferred: Vietnamese language; Vietnamese citizen ; Expatriates will be considered
