Officer – Contracts & Sourcing
JOB SUMMARY
Officer – Contracts & Sourcing shall efficiently facilitate the initiation, negotiation, execution and administration of all FPA (Fixed price agreements) and the negotiation with suppliers to obtain goods, materials, and services at the best prices by using strategic sourcing strategies and their extensive knowledge to create strong relationships with suppliers while maintaining the existing ones. Other works of contracts administration as assigned by the Contracts Supervisor or SCM Manager.
MAIN DUTIES
- Coordinate with Materials Management for determination of material group to be considered for FPA based on the inventory value, turnover, greatest impact (e.g. OSD) and criticality (High, Medium or Low. Prepare material lists and the RFQ/ RFP to send to bidders for new FPA contracts and the renewal of expired and expiring FPA contracts.
- Sourcing suppliers and maintaining long lasting relationships with them as well as existing suppliers.
- Do the Commercial Bid Evaluation (CBE) and get the CBE approved from the SCM Manager. Respond to RFP clarification request if any.
- Prepare Letter of Recommendation to award contract or amendment.
- Prepare contract or contract amendment as proposed in the letter of recommendation Upload approved material list in SAP to create new FPA or to adjust the existing FPA if any changes on the price. Send a Request to maintain sourced list to Inventory team of this new material list.
- Ensure all contract related documents are as per NPMC SCM Contract template and SOP.
- Conducting audits to ensure that vendors are complying with the terms of their contract.
- Contract administration and management to ensure timely renewal of contract.
- Maintain contract register in SAP and maintain hard copies filing properly.
- Setup and maintain contract, PO storage both hard copies and soft copies in SharePoint.
JOB REQUIREMENTS
- University Degree.
- >3 years experienced worked in contracts and/or sourcing of goods and services.
- Selt-directed, prioritize tasks.
- Ability to work independently.
- Strong focus on attention to detail.
- Microsoft office.
- Communicate effectively within the department.
- Communicate effectively with external department.
- Communicate effectively with NPMC partners.
- SAP
- Good communication in English at work.

- Working time: Flexible 8h per day, from Monday – Friday (Saturday & Sunday off)
